‘Kas di Kultura serious unhealthy organization’
Willemstad — Kas di Kultura is a serious unhealthy organization, where there is no perception on the financial management and personnel members are sexually intimidated. This appears from the report by Drs. Philomena van Veen of DEA Consultancy on Kas di Kultura. The previous board had recruited Van Veen to analyze the situation within the institute. Since December 2nd, the new board runs the daily management of the institute. Director Cheraldine Osepa is at home because a majority of the personnel has no confidence in her.
The literal definition, which Van Veen uses with her sketch of Kas di Kultura, is as follows. “In serious unhealthy organizations the inner control is disorganized; the collective conscience no longer functions well. This conscience tells us what is ‘good’ and what is ‘evil’, gives insight into the consequences of everyone’s performance, and arranges for self-correction. In Kas di Kultura, there is a question of an unhealthy situation as described in abovementioned sketch. The arrival of a new director has a negative effect, which is expressed in hostile feelings from co-workers and a possible incompetence to perform adequately.”
Osepa found an organization lacking clear administrative procedures, the personnel file had not been kept up to-date at all, a main archives and minutes of meeting were lacking, and the personnel had behaved licentiously as regards finances. There were also indications of several very disturbed relations. From confidential conversations with personnel members, Osepa concludes female personnel members were intimidated. There was also a question of favoritism, indoctrination and brainwashing during meetings. The number of personnel on the sick list was high, and often related to stress.
Osepa succeeded the current minister of Education, Science, Culture and Sports, René Rosalia (PS) per September 1st last as director of Kas di Kultura. According to Van Veen, it’s difficult to find a successor for Rosalia, who had founded the institute. According to the expert, the recruitment and selection committee made a mistake by appointing Osepa. That appears from Osepa’s defense, which can be read online on http://korsou-ta-papia.weebly.com/. An anonymous co-supporter of the suspended director has published the document. The personnel rather see Osepa go than stay.
